Biography

Graduated in 2008 from Galatasaray University Faculty of Law, Dr. Hülya Dinçer completed her master's degree in public law at Paris 1 Panthéon-Sorbonne University in 2010 and her PhD in Public Law at Galatasaray University in 2017. She completed her Phd with her doctoral thesis titled ‘The Right to Truth in International Human Rights Law’ and received the title of doctor, worked as research assistant at Marmara University Faculty of Law, Departments of General Public Law and Human Rights between 2011-2017 and conducted research on transitional justice in Latin America at the University of Buenos Aires and the Centre for Legal and Social Studies (CELS). From 2018 to 2020, Dinçer was a postdoctoral fellow at the Institute for Legal and Political Studies at the École Normale Supérieure Paris-Saclay, and from 2020 to 2022 a postdoctoral fellow at the International Research Group on Authoritarianism and Counter-strategies of the Rosa Luxemburg Stiftung Berlin and has worked as a researcher. Dinçer, who has been working as a faculty member in the Department of General Public Law at MEF University since July 2024, knows English, French and Spanish.
